Overarching Process Evaluation

Background

The overall process evaluation focuses on understanding the overall process of the delivery of the Treatment and Recovery portfolio. This evaluation will gather information about the implementation and delivery of the treatment and recovery portfolio and the mechanisms through which it is expected to contribute to outcomes and impacts. It will also aim to understand the contextual factors that influence the delivery of the Treatment and Recovery portfolio and provide timely feedback to DHSC, OHID as well as other stakeholders to improve the delivery of the Treatment and Recovery portfolio.

Evaluation Questions

The overall process evaluation will seek to answer the following questions:

  • Has the Treatment and Recovery portfolio been implemented as intended by central delivery stakeholders across England?
  • What are the key contextual factors, challenges and drivers that influence delivery of the T&R portfolio at national and local levels?
  • How does the Treatment and Recovery portfolio contribute to the whole-system approach of the drug strategy?
  • What pathways or mechanisms do or do not work in delivering the Treatment and Recovery portfolio and for what reasons?
  • Are there pathways or mechanisms that could be improved, and if so, how?
